Author: Attorney Murat Can Dolğun | TD Law Firm, Istanbul, Türkiye
Istanbul is one of the most important international diplomatic, commercial and cultural centers in Türkiye. The city hosts numerous foreign consulates general, consulates and honorary consular offices representing countries from around the world.
Foreign diplomatic and consular missions provide a wide range of services, including passport applications, visa procedures, citizenship matters, document legalization, powers of attorney, notarial services and assistance to foreign nationals.
This comprehensive guide provides an alphabetical list of foreign consulates and honorary consulates in Istanbul, including publicly available addresses and practical information concerning consular services, international legal procedures and foreign nationals’ rights in Türkiye.

3. Are There Foreign Embassies in Istanbul?
Foreign embassies in Türkiye are generally located in Ankara, the national capital. Istanbul is primarily home to consular missions rather than the principal diplomatic headquarters of foreign states.
An embassy and a consulate perform different functions under international law. Embassies represent states in their diplomatic relations with the receiving state, while consulates principally carry out consular functions and assist nationals of the sending state.
These distinctions are reflected in the Vienna Convention on Diplomatic Relations of 1961 and the Vienna Convention on Consular Relations of 1963.
Istanbul also contains historical embassy buildings and diplomatic residences. However, the historical designation of a building does not necessarily reflect its present diplomatic status.
4. What Services Do Foreign Consulates in Istanbul Provide?
Foreign consulates provide services according to the legislation of their respective countries and the powers assigned to individual missions.
Common consular services include passport issuance and renewal, emergency travel documents, visa applications, birth registration, marriage-related formalities, nationality and citizenship procedures, notarization, powers of attorney, document certification and assistance to citizens abroad.
Consular offices may also provide information or assistance concerning detained nationals, international family matters, inheritance documents and other cross-border legal issues, subject to the limits of applicable law.
It is important to distinguish services performed directly by a consulate from procedures administered by immigration authorities, courts, notaries or private visa application centers.
5. Powers of Attorney Issued Abroad and Their Use in Türkiye
Foreign nationals and Turkish citizens residing abroad frequently need to authorize lawyers or other representatives to carry out legal procedures in Türkiye.
Depending on the circumstances, a power of attorney may be prepared before a competent foreign notary or another authorized authority, including a consular officer where permitted by the applicable legal framework.
The validity and acceptance of a foreign power of attorney in Türkiye depend on several factors, including the form of the document, the authority before which it was executed, applicable international conventions, authentication requirements and the Turkish rules governing the intended transaction.
Special attention should be given to powers of attorney intended for real estate transactions, litigation, company formation, inheritance matters, citizenship applications and administrative proceedings.
Some transactions require express or specifically worded authority. A broadly drafted general power of attorney may not satisfy the relevant legal requirements.
For this reason, it is advisable to determine the intended legal procedures and the requirements of the Turkish receiving authority before executing the document abroad.
6. Apostille, Consular Legalization and Recognition of Foreign Documents in Türkiye
Foreign public documents intended for use in Türkiye may require authentication depending on their country of origin, the type of document and the applicable international agreements.
The Hague Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents establishes the apostille system between contracting states for documents falling within its scope.
An apostille certifies the authenticity of the signature, the capacity in which the person signing the document acted and, where appropriate, the identity of the seal or stamp. It does not establish the substantive truth of the document’s contents.
Where the apostille system does not apply, a chain of authentication involving relevant public authorities, foreign ministries or consular authorities may be necessary.
Furthermore, documents written in a foreign language may require a certified Turkish translation and, depending on the procedure, notarization or other formalities.
There is no single procedure applicable to every foreign country and every document. The legal requirements must be assessed individually.
7. Consular Procedures, Turkish Citizenship and Immigration Law
Foreign nationals who live, invest, work or maintain family relationships in Türkiye may encounter legal matters involving both Turkish institutions and foreign consular missions.
These matters may include Turkish citizenship by investment, naturalization, citizenship status disputes, administrative proceedings affecting citizenship, residence permits, deportation decisions, international protection, family registration and documentation concerning nationality.
Turkish citizenship procedures are principally governed by Turkish Citizenship Law No. 5901 and relevant implementing regulations.
Foreign consulates do not replace the competent Turkish administrative authorities or courts in determining rights and obligations under Turkish law.
Nevertheless, consular documentation can be relevant to establishing a person’s nationality, obtaining travel documents, verifying civil status or supporting evidence in administrative and judicial proceedings.
In matters involving nationality disputes, citizenship cancellation or withdrawal, criminal investigations related to investment transactions, or immigration restrictions, the interaction between Turkish law, foreign law and applicable international agreements may require specialized legal analysis.
8. How to Book a Consular Appointment in Istanbul
Appointment procedures differ among foreign consular missions. Some accept appointments through official online portals, while others require applications through designated visa centers or prior contact with consular personnel.
Before visiting a consulate in Istanbul, applicants should confirm the current address, jurisdiction, appointment requirements, identification documents, applicable fees, payment methods, translation requirements and public opening hours.
Foreign consulates may observe both Turkish public holidays and national holidays of the sending state.
Applicants seeking visa services should also determine whether the relevant foreign state accepts applications directly at its consulate or through an authorized external service provider.
Traveling to a previously published address without confirming current arrangements may result in unnecessary delays or missed appointments.
